FORMATION OF SPECIALISTS OF THE DISASTER MEDICINE SERVICE OF THE REPUBLIC OF CRIMEA WITH SPECIAL KNOWLEDGE IN MATTERS OF PREPAREDNESS FOR EMERGENCY SITUATIONS

Summary:
Introduction. Official documents regulating the activities of disaster medicine specialists do not provide for their additional mandatory professional training in the field of civil defense and emergency protection systems. The purpose of the study it was the choice of the method of formation of the staff of the disaster medicine service of the Republic of Crimea of special knowledge in matters of preparedness for emergency situation. Materials and methods. The article analyzes the activities of specialists of the disaster medicine Service of the Republic of Crimea (dispatching staff, medical and paramedic personnel of emergency response teams, ambulance crews) based on the results of participation in three large-scale training and practical trainings in 2021 at one of the railway crossings of FSUE "Crimean Railway", conducted under the auspices of the Ministry of Transport of the Russian Federation.. Results and discussion. Based on the results of participation in three large-scale training and practical trainings in 2021 at one of the railway crossings, it was established that specialists of three emergency response teams who were trained under the program of additional professional education in the field of civil defense and protection from emergencies in the amount of 72 hours, unlike the usual medical personnel of four emergency medical teams, those participating in the exercises proved to be the most prepared to perform the following functions in the elimination of medical and sanitary consequences in emergency situations: assessment of the medical and tactical situation in the area of possible emergencies, coordination of interaction with institutions and formations of the disaster medicine service, other medical organizations and institutions involved in the elimination of the consequences of emergencies, conducting medical intelligence, coordination of joint actions with non-medical services involved in the elimination of the consequences of emergencies, carrying out measures to organize the transfer of forces and means of emergency response in high alert mode and work in an emergency situation, registration of accounting medical documentation. Conclusion. For the first time, it is proved that in order to eliminate the medical and sanitary consequences of accidents and catastrophes, to solve specific tasks in responding to the threat (occurrence) of emergency situations, to provide emergency medical assistance to victims, to work out medical evacuation issues from the standpoint of presenting a holistic picture of the scale of the emergency situation, it is advisable first of all to send specialists of the first contact of emergency medical assistance, disaster medicine trained in the field of civil defense and emergency protection system.
