SOLVED AND UNSOLVED PROBLEMS OF DETERMINING THE OPTIMAL COMPOSITION AND RATIO OF MEDICAL, NON-MEDICAL, AND OTHER PERSONNEL IN MEDICAL ORGANIZATIONS

Summary:
Introduction. Currently, there is a problem of developing unified approaches to the formation of the staffing of a medical organization in terms of attracting a non-medical person to the activities of a medical organization. The study of this problem by researchers has shown that there are unresolved issues related to determining the needs, roles and places of non-medical and other personnel in the activities of a medical organization, developing common terminological approaches, determining the optimal ratio of medical and non-medical personnel. Purpose: to study the structure of non-medical and other personnel, as well as the ratio of individuals of medical personnel, non-medical and other personnel in a medical organization. Materials and methods. Forms of federal statistical observation № 30 "Information of a medical organization" (FSN № 30), section II "Staff of a medical organization", "Positions and individuals of a medical organization", tables 1100 for 2017-2021. Methods of descriptive statistics, calculation of average characteristics of dynamic series were used in the study. The ratio of positions of medical and non-medical personnel is calculated in accordance with the methodological recommendations "Determining the optimal ratio of medical/secondary medical/other personnel in state and municipal healthcare institutions of the general medical network and specialized services" (letter of the Ministry of Health of the Russian Federation No.16-5/10/2-3238 from 10/25/2012). Results. It is shown that in the structure of a medical organization, the largest share is occupied by secondary medical personnel (40.91%), in second place – other personnel (31.06%), who are not directly involved in providing medical care to the population. The share of medical personnel in a medical organization is 18.58%, that is, 2.2 units of secondary medical personnel and 1.7 units of other personnel per doctor. Conclusion. For a unified approach to personnel policy in relation to non-medical personnel working in a medical organization, the development of a regulatory framework is required. In order to detail and unify the nomenclature of positions, as well as to determine the need for other personnel in a medical organization of various types, it is necessary to study the category of "other personnel" in more detail. To optimize the activities of specialists with higher non-medical education, it is advisable to explore the possibility of using outsourcing technologies or expanding their job responsibilities.
