PROBLEMS OF APPLICATION OF MEDICAL CARE PROCEDURES. LITERATURE REVIEW

Summary:
Introduction. In 2022 10 years turn from the moment, when in accordance with the Federal Law No. 323-FZ of 21.11.2011 "On the fundamentals of health care of citizens of the Russian Federation" (hereinafter ‘Law No. 323-FZ’) the medical community began to develop Procedures for providing medical care. In accordance with Article 37 of Law No. 323-FZ medical care is organized and provided in accordance with the procedures for providing medical care, that are mandatory for all medical organizations on the territory of the Russian Federation, is based on clinical recommendations, taking into account the standards of medical care, with the exception of medical care provided within the framework of clinical testing. With the development of the first Procedures in 2012 licensing requirements for medical activities carried out by medical and other organizations came into force in terms of strict compliance with the procedures for providing medical care, which are still in force at the present time. The purpose of this publication is to identify problems and risks in the provision of medical care in accordance with the Procedures according to literary sources. Materials and methods. The content analysis of articles, written by mainly Russian authors, published in journals, including those included in the list of journals, recommended by the Higher Attestation Commission of the Ministry of Science and Higher Education of the Russian Federation, was carried out. Results. Procedures, providing general administration of the process of organizing medical care, due to the lack of unified approaches to their development, cannot be used as a management tool for a medical organization. Despite quite a lot of experience in the development and application of procedures for the provision of medical care in healthcare, the authors of the publications note that there are many unresolved problems. Conclusions. Most of the articles provide a detailed analysis of the problems associated with the application of Procedures, such as mechanisms for their revision, legal contradictions, resource provision, the onset of administrative responsibility of heads of medical organizations and the development of tools for planning medical care using Procedures. However, there are practically no publications considering the Procedures for providing medical care as a tool for medical organization managing.
