Introduction. The pandemic of COVID-19 became the catalyst not only unprecedented failures in national economy, but a strong factor of deterioration in health of the population that resulted in need of specification of target indicators of national projects. Research objective: The analysis of changes of indicators of the national purposes on improvement of health of the population in the conditions of COVID-19 pandemic. Materials and methods. As a source of information on mortality of the population statistical C51 forms ""Distribution of the dead on a floor, separate age groups and causes of death" were used. Results. The total volume of the public expenditures on health care was 4939.3 billion rubles in 2020, or 4.6% of GDP of the country that is a record for the last 30 years. Growth of financing is connected with implementation of federal projects in a health care field which main objective - to stop growth of mortality of the population, because of a pandemic of COVID-19 it was not possible. In the period of a pandemic growth of mortality of the population not only from a new coronavirus infection is also noted, but also from blood circulatory system diseases, the number of deaths at working-age also increased. In 2021 the Government of the Russian Federation approved "A unified plan on achievement of the national purposes of development of the Russian Federation until 2024 and for planning period till 2030" in which the most important target indicators of health of the population were lowered, and tasks of decline in mortality of working-age population were excluded from the system of the national purposes. Conclusions. Allocation of target rates of mortality of persons of working-age which level grows and which belongs to premature and preventable mortality against which it is necessary to direct the main efforts of a health care system to fight is necessary. Also, actions for prevention of diseases of the blood circulatory system and early diagnostics of malignant new growths which are not provided in the Unified plan are not less important. It is also important to consider the importance of social determinants of health which affect the expected life expectancy of people in not smaller degree, than medicine and health care that demands development of interindustry interaction in the solution of problems of health of the population.
