SOME ISSUES OF PERSONNEL POLICY IN THE ORGANIZATION OF MEDICAL CARE IN THE FIELD OF «OPHTHALMOLOGY» IN THE REGION

Summary:
Introduction (relevance). In recent years, there has been a significant increase in the number of patients with diseases of the eye and its appendage. In the field of rural health care, the problem of shortage of medical personnel in a number of specialties, including ophthalmologists, is currently acute. With low staffing of ophthalmological offices of urban and rural medical organizations with medical personnel, the burden on the ophthalmologist increases in the conditions of outpatient admission, which as a result can negatively affect the quality of medical care and satisfaction of the population. The aim of the study is to develop a list of organizational measures to increase the availability of qualified ophthalmic care to the rural population by analyzing the staffing of ophthalmic staff in medical organizations of the Voronezh Region in dynamics for 2011-2019. Materials and methods. Using data from the territorial medical information and analytical center for 2011-2019. (statistical form No. 30) and the data of the FGHI "Central scientific-research Institute of organization and Informatization of healthcare, Russian Ministry of health", analyses the dynamics of staffing by medical ophthalmology medical institutions of the Voronezh region for the years 2011-2019, as well as comparison with similar indicators across the Russian Federation. Results. Insufficient staffing of medical personnel at the outpatient stage, especially in rural areas, and a surplus-at the inpatient stage were revealed. The coefficient of concurrency of doctors of ophthalmological offices in rural areas is 1.42, while in urban medical organizations the same indicator is 1.21. In three districts of the Voronezh Region, ophthalmological admission is carried out by general practitioners. Among ophthalmologists of regional polyclinics, 17.4% have more than 35 years of experience in ophthalmology, and the average experience is 20.3 years, which in a not very long-term forecast can lead to an increase in the personnel deficit in this industry. Conclusions. As a result of the study, reasonable measures aimed at improving the management of ophthalmic care in the Voronezh Region through personnel re-equipment are presented.
