Summary:
Introduction. The emergence of new epidemiological threats in the world, such as COVID-19, has led national leaders to rethink strategies of scientific and technological development. Human science research has been particularly affected. The impact of the emerging coronavirus pandemic has had a significant social and economic impact on the further development of innovative ecosystems, including national health systems. The last three years of epidemics and sectional pressures point to the need for sovereign scientific and technological development, and especially for national health systems. Objective. To conduct an analysis of the various technological strategies of countries in the field of health care. Materials and methods. The study is based on an analysis of the various health technology strategies of countries around the world. The statistical and other informational data used in the study are derived from the international knowledge bases: Web of Science, Scopus, InCites and SciVal analytical solutions. The data from the world's analytical expert systems such as Economist, Statista, SEDA BSG are also used. Particular attention is paid to studying the programmatic approach in the development of scientific research in the field of health care in different countries around the world. Results and Discussion. Around 27% of all scientific publications are co-authored with international colleagues in the health sciences. New mechanisms have greatly accelerated the emergence of scientific results, their publication and professional discussions in social research networks. For example, the number of COVID-19 publications worldwide has risen to 4.7 million in a very short period of time (according to Google Scholar). The events of February 2022 and the increased sanctions pressure on the Russian Federation drew the attention of science and higher education authorities to the issue of creating their own mechanisms for assessing the scientific performance of teams. The domestic scientific citation system RSCI and the list of journals recommended by the Higher Attestation Commission (HAC) became the basis for the formation of such evaluation. As of today, 15,703 Russian journals are represented in the eLIBRARY.RU library, of which 5509 journals are indexed in the RSCI. The study examined large groups of publications related to each other by citations (thematic clusters). As of today Russia ranks 11th by the total number of publications in the world. In terms of the number of articles in the priority area of personalised medicine according to WoS - 17th and 15th, respectively, according to Scopus. An analysis of publications during the pandemic indicates a significant increase in researcher interest in the application of information technologies in healthcare. Today Russia ranks 27th in the world by the number of scientific publications dedicated to the use of artificial intelligence in healthcare and clinical medicine. Russian researchers account for less than 1% of scientific articles on these topics in the global scientific space. And only 14% of such research has been carried out jointly with an industrial partner. At the same time, Russia is represented in only 1.3% of the global research frontier in the area of digital technologies for healthcare. Conclusion. A paradigm shift with the active development of scientific and technological sovereignty Conclusion. A paradigm shift with the active development of scientific and technological sovereignty represents a qualitative leap in worldviews and requires scientific reflection. In health care, until recently, the "biomedical model" prevailed. The period of a new coronavirus infection has changed the approach of state authorities to planning scientific research and determining its significance for the development of national economies. This has enabled new approaches to assessing scientific performance in the Russian Federation, assessing Russia's contribution to the global research landscape, and identifying priorities for sovereign scientific and technological development.
