APPROACHES TO ASSESSING THE NUMBER OF HEALTH CARE MANAGERS

Summary:
Introduction. The training of health care managers requires knowledge of their numbers for a long-term forecast of the volume of their training and calculation of the necessary resources for educational activities, including the number of teachers and their qualifications. Determination of the required number of the reserve of health care managers in the subjects of the Russian Federation and their training, as well as training in the aim of improving the level of competence of current heads of medical organizations, should be based on the calculation of the required number in terms of positions of managers, taking into account the development of the network of medical organizations, socio-economic and climatic and geographic conditions of the subject of the Russian Federation.
The purpose of research: development of approaches to calculating the number of health care managers in the healthcare system on the basis of federal statistical observation data, taking into account the peculiarities of the subject of the Russian Federation.
Materials and methods. The information contained in the Federal statistical observation form No. 30 " Information on the medical organization" and No. 47 "Information on the network and activities of medical organizations" was used. The statistical method and the method of logical analysis were applied. Intensive and extensive indicators were calculated.
Results. It was revealed that the total number of health care managers is currently 107, 4 thousand people, more than half of them are heads of departments. A significant impact on the number of administrative personnel is provided by the level of provision of medical staffing, the associated indicator of staffing of full-time positions, including managers of all levels, with reference to their age.
Conclusion. To improve the effectiveness of the personnel policy of the subject of the Russian Federation in terms of formation of a qualified personnel reserve, timely planning of their training taking into account the individual trajectory of professional development of a specialist in the context of positions of heads of specific medical organizations, it is reasonable to apply the presented methodological approaches to assessing the number of health care managers considering strategic objectives and development prospects of regional healthcare.
