ANALYSIS OF THE PROVISIONS REGULATING THE REQUIREMENTS FOR QUALIFICATION CATEGORIES AND MEMBERS OF QUALIFICATION COMMISSIONS

Summary:
Introduction. Despite the importance of professional development assessment and understanding of its basic principles, the success of the assessment depends on accuracy and reliability, which is a key task for many national public health systems. The objectivity of the assessment in assigning qualification categories is designed to ensure the requirements for the qualifications of the certified, for assessment tools and members of the qualification commissions participating in the assessment.
The aim is determination of the objectivity of the assessment of qualification levels in accordance with the established requirements for qualification categories and for members of qualification commissions.
Materials and methods. Content analysis of the provisions of the Order of the Ministry of Health of the Russian Federation No. 458n dated August 31, 2023, regulating the requirements for the levels of qualification categories and requirements for members of qualification commissions and expert groups. Qualification requirements are considered from the point of view of ensuring the objectivity of the assessment, including identical requirements for different categories. The requirements for the members of the commissions are considered from the point of view of ensuring a unified expert level of the members of the qualification commissions.
Results. Objective categorization is given only in relation to work experience requirements that do not relate to reliable qualifications. The qualification requirements specified in paragraphs 9-11 of sub-paragraphs b, c, d, e do not relate to reliable signs of qualification. The disadvantage of these requirements is their identity for all categories in the absence of objective indicators of the gradation of required knowledge, skills and abilities for different categories. In addition, understanding the essence and scope of the required knowledge, skills and abilities depends on the competence of the persons conducting the assessment. The requirement of subparagraph e of paragraph 11 corresponds to the qualification requirements assessed at the initial accreditation. The requirements for the members of the qualification commissions specified in paragraphs 14.23 are not reliable signs of an expert level of qualification. The requirement "leading specialist of a medical organization" does not have precise criteria and indicators that objectify the general understanding of this requirement.
Discussion. The main drawback of the regulatory regulation of qualification requirements and requirements for members of qualification commissions is due to the global problem of the objectivity of measuring the competence of personnel, the use of formal signs of professional development as qualification criteria.
Conclusions. With the established requirements for qualification categories and for members of qualification commissions, it is impossible to guarantee the objectivity of the assessment of qualification levels.
