EMERGENCY MEDICAL CARE PROVIDED TO THE POPULATION OF THE RUSSIAN FEDERATION ON AN OUTPATIENT BASIS IN 2010-2024

Summary:
Introduction. Accessibility of health care is one of the key components that determines the possibility of improving the health and well-being of the population, its level differs for urban and rural populations. The purpose of the study: to study the activities of emergency medical care organizations in providing medical care in outpatient settings in the Russian Federation in dynamics from 2010 to 2024. Materials and methods. The data from industry statistical observation - form No. 40 (2010-2013) and federal statistical observation - form No. 30 (2014-2024) for the Russian Federation were used; statistical and analytical research methods, MS Office Excel 2016 spreadsheets were applied. Research results. Provision of emergency medical care in outpatient settings is one of the ways to ensure the availability of medical care. For city residents, it is less significant, however, in rural regions, in remote areas, visiting the emergency medical care station (department) directly is a very real way to receive medical care, when the territorial accessibility of such a medical organization has obvious advantages. Therefore, 20.2% of the population (rural residents) account for 52.8% of outpatient visits to emergency medical care organizations (2024). For a significant part of emergency medical care organizations, these volumes are insignificant, but for some low-power departments (branches) they are significant. Over 15 years of observation, the total number of outpatient visits to emergency medical care organizations decreased by 65.5% and amounted to 1.0 million visits in 2024. Conclusion. Accessibility of medical care is one of the main principles of health protection, the implementation of which is ensured, among other things, by providing emergency medical care in outpatient settings, compensating for the insufficiency of primary health care in rural regions. These features of rural medicine must be considered together with the performance indicators of medical organizations of primary medical and social care, and should be taken into account when forming territorial programs of state guarantees for the provision of free medical care to citizens, planning the material and technical, financial and economic and human resources of medical organizations of emergency medical care.
