The municipal public health system is a trigger for sustainable innovative development of the urban district, as only a healthy and prosperous population living in a healthy environment can be a source of economic growth. For the purpose of effective functioning of this system program documents "Stupino are developed. Health 2020". Health programs and technologies were introduced: "Healthy start", "Healthy kindergarten", "Healthy school", "Health in the workplace", "Active and healthy old age". Mechanisms of effective interaction between the government, the business community and public organizations have been established. The public health training centre has trained more than 500 non-medical instructors who are successfully working in municipal institutions and public organizations. The creation of the public health system, which involves more than 40% of the population of the district, has allowed for the last 5 years to create about 40 areas free of tobacco, resulting in a decrease in the number of smokers by 42% and alcohol users by 31%. The drug incidence for more than 15 years is 4 times lower than in the Moscow region. During the same time, the percentage of residents regularly engaged in physical education and sports increased from 12 to over 40%. Improving the health of Stupino residents, including those working in the workplace, affects the development of the economy of the municipality. Every year the growth rate of production and services increases by 7-8% (in Russia less than 2%). In 2017, the volume of industrial production and services amounted to 156 billion rubles (83% of them). Thus, the municipal public health system is a trigger for innovative and sustainable development of the urban district, as only a healthy and prosperous population living in a healthy environment can be a source of economic growth.
